With the effects of the opioid epidemic experienced across West Chester, Butler County, and the surrounding Ohio area, county officials created the Project DAWN (Deaths Avoided with Naloxone) initiative. Naloxone is a medication used in emergency situations to treat and reverse the deadly side effects of an opioid overdose. This free, community-based overdose education and Naloxone training program provides necessary resources to the family and friends of those who are at high risk of opioid overdose.
Participants who receive training through Project Dawn learn to recognize signs of overdose, distinguish between types of overdose, contact the appropriate emergency medical services, and safely administrate Naloxone. Once the participants have completed training, they will receive a free kit containing two doses of Naloxone to use in the event of an overdose.

In January 2020, a West Chester man was arrested after law enforcement discovered a large amount of drugs in his apartment. Following a combined investigation with the Federal Bureau of Investigation and the Butler County Sheriff's Office, officers executed a search warrant at a West Chester apartment belonging to Louis James Cooper.
Inside the residence, roughly three ounces of Fentanyl was discovered. In recent years, an uptick of Fentanyl and Fentanyl-laced heroin use has caused an increasing number of overdose deaths across Butler County and the surrounding Ohio state. The amount of Fentanyl discovered in Cooper's apartment equated to roughly 48,000 lethal doses.
