In October 2022, a Tustin doctor admitted to illegally prescribing thousands of dangerous narcotics to patients over the course of roughly six years, which resulted in at least five known overdose deaths. According to reports, the Tustin doctor handed out prescriptions for over 50,000 oxycodone pills, 68,000 hydrocodone pills, and roughly 29,000 pills of amphetamine salts without a legitimate medical purpose in exchange for cash and insurance payments.

To reduce the chances of detection, the Tustin doctor would refer patients to a local licensed pharmacist who was an alleged co-conspirator of the operation.
