Under the Campus Opioid Safety Act, each institution must apply for a standing order within the state to receive permission to purchase and administer naloxone. Participating colleges and universities must also offer educational and preventive information about opioid overdose, as well as the campus location of the opioid overdose reversal medication, as part of student orientation.

In October 2022, a Tustin doctor admitted to illegally prescribing thousands of dangerous narcotics to patients over the course of roughly six years, which resulted in at least five known overdose deaths. According to reports, the Tustin doctor handed out prescriptions for over 50,000 oxycodone pills, 68,000 hydrocodone pills, and roughly 29,000 pills of amphetamine salts without a legitimate medical purpose in exchange for cash and insurance payments.
To reduce the chances of detection, the Tustin doctor would refer patients to a local licensed pharmacist who was an alleged co-conspirator of the operation. Investigators also discovered these drugs ended up in the hands of a gunman who carried out a mass shooting at the Borderline Bar and Grill in Thousand Oak, as well as an intoxicated driver who struck and killed a Costa Mesa fire captain.
