Brothers Born in Puerto Rico Reunite with Mother After 46 Years
Brothers Anthony Wiggs and Raymond Abreu were born in Puerto Rico to Elsie Ramirez. The children's father was in the military, stationed at Ramey Air Force Base in Aguadilla, approximately two hours from Rio Piedras. After the relationship between the couple soured, Puerto Rican social services got involved and the boys were separated from their mother.
When Raymond was 28, he was reunited with his brother Anthony and continued searching for his mother. Now, at the age of 47, he has found her - and seven more half-siblings, thanks to a DNA test. The brothers and their mother are thrilled to have reunited and excited to rebuild their relationship as a family.
Reasons to Establish Paternity in Puerto Rico
The law office of Zorrilla & Silvestrini has a location in San Juan, just 20 minutes from Rio Piedras. According to attorneys with the firm, if a child is born out of wedlock in Puerto Rico, the parents should consider taking steps to establish legal paternity. If this is not done, the mother will have sole parental responsibility over the child. However, she also cannot receive child support or set up an official time-sharing schedule with the father until paternity has been established.
Establishing Paternity in Puerto Rico
According to the Puerto Rico Office of Child Support Enforcement, when parents are married at the time a child is born, this automatically creates a "rebuttable presumption of paternity." If the father's name is on the birth certificate, this is considered a "conclusive presumption of paternity." Both parents can also sign a paternity acknowledgment, which is considered conclusive but can be rescinded within three months for residents or six months for non-residents.
When genetic DNA testing is used to establish paternity, a result of 95% to 97.9% is considered rebuttable while results of 98% or higher is considered conclusive. It's also important to note that state law does not require visitation or custody to be addressed at the time that paternity is established.
