Laws and Regulations Regarding Substance Abuse in Portland, TX

To aid in the fight against deadly opioid abuse experienced across Texas and the United States, state legislature passed new laws to change the way Portland doctors prescribe opioids to patients. Established in 2019, HB 2174 enforces a new 10-day limit on opioid prescriptions for acute pain with no allowable refills. This new bill excludes patients undergoing pain treatment due to cancer care or end-of-life care.

HB 2174 also requires electronic prescribing for all controlled substances to begin in 2021. As an addendum to the previously mandated Texas Prescription Monitoring Program (PMP), health care professionals must now research patient history before electronically prescribing any addictive prescription drugs, including opioids, barbiturates, and benzodiazepines. This system helps physicians better track individuals who are drug seekers rather than legitimate patients to better reduce general access to such addictive prescription drugs.

Notable Events Relating to Substance Use in Portland, TX

In 2013, a San Patricio County trooper stopped a tanker truck just outside of Portland, TX for a routine vehicle inspection. What began as a routine traffic stop would result in one of the largest drug busts the state of Texas has ever seen. Upon inspection, the trooper discovered almost 3.9 tons of marijuana concealed inside the tanker rig. According to San Patricio County law enforcement, the enormous amount of marijuana had a street value of $3.4 million. The driver, Paul Simmons, was arrested for possession of marijuana and held on a $1 million bond.
