Substance Abuse Trends and Statistics for Panama City, Florida
Like much of the country, Panama City is dealing with an opioid problem. However, it's not all bad news. In 2022, there were 16 opioid overdose deaths in Bay County, three fewer than occurred in 2021. In that same year, the county received a $200,000 Overdose to Action Grant to increase prevention efforts. As of September 2023, there had only been four overdose deaths in the county. While this is potentially good news, officials note that the reduction may be attributed to the increased availability of the overdose-reversing drug Narcan, rather than a reduction in opioid use.
Since 2019, a Florida law, House Bill 21, requires physicians to prescribe Narcan when prescriptions for pain medications reach a certain threshold. Florida law now also allows anyone to get Narcan at Walmart, CVS, or Walgreens without a prescription.

This 11- to 14.5-month program consists of three phases designed to rehabilitate participants, reduce recidivism, and reunite families. The program requires participation in individual and group sessions, drug testing, court appearances, probation, and more. The overall goal of the program is to help participants live a drug-free lifestyle and become productive members of society.
