In August 2021, a Hampton woman was convicted on charges, including conspiracy to distribute and possession with intent to distribute heroin, as well as conspiracy to commit money laundering. According to court documents, Contessa Williams, 45, worked with others to sell and distribute over 1,000 grams of heroin. Williams now faces a minimum of 10 years in prison and a maximum life sentence.
The conviction came after her boyfriend, Tracy Hall of Norfolk, pled guilty to being the leader of a large Hampton-area drug trafficking ring that distributed more than 50 kilos of heroin and claimed a total profit of roughly $1.5 million. Investigation records show that Williams' primary role was to assist Hall in retrieving, laundering, and spending these drug proceeds. It was noted that Williams used these proceeds to open a liquor store in Georgia as well.
