In October 2017, the Clayton Police Department successfully completed the largest drug bust operation in the department's history. Titled "Operation Hailstorm," this three-month undercover investigation consisted of more than 30 officers from Clayton, Johnston County, Selma, and Smithfield Police Departments. The operation targeted local drug traffickers known to distribute large amounts of heroin, cocaine, marijuana, drug money, and firearms.

In total, law enforcement arrested 19 individuals during Operation Hailstorm, all of whom were Clayton, NC residents. With a total of $2.6 million in bonds set, the group of criminals face numerous charges, including the intent to sell/deliver cocaine, marijuana, and heroin as well as selling, delivering, and possessing controlled substances within 1,000 feet of a school.

Laws and Regulations Relating to Substance Abuse in Clayton, NC

With the ongoing effects of the opioid epidemic being seen throughout Clayton and the surrounding North Carolina area, the state government passed the Strengthen Opioid Misuse Prevention (STOP) Act. Passed in 2017, the act introduced a new set of laws that went into effect over a stretch of three years to help combat surging overdose rates.

The first law that went into effect was the requirement for physician assistants and nurse practitioners to consult with a supervising physician prior to distributing a controlled substance prescription for the treatment of pain. Furthermore, the new act immediately expanded access to the emergency overdose treatment drug Naloxone to certified organizations, such as homeless shelters and schools, instead of just medical professionals.

Limitations for controlled substances were also put in place. Under the new law, practitioners cannot prescribe more than a five-day supply of any Schedule II or III opioid or narcotic for the initial treatment of acute pain. The law also established the Prescription Monitoring Program and electronic prescribing requirements to better track the flow of opioids across the state and reduce the risk of illegal "doctor shopping."
