In May 2022, a 21-year-old Charleston man was indicted by a federal grand jury for distributing fentanyl to a 24-year-old woman who later overdosed and died. He was also charged with distributing cocaine and crack cocaine on four additional later dates. Hasib Muqsit-Rivers faces a mandatory minimum sentence of 20 years in prison and a maximum of life in prison, as well as a fine of $1 million and a court-ordered minimum term of supervision for three years following release from prison.

Substance Abuse Trends and Statistics for the City of Charleston

In 2019, Charleston County had the second-highest number of residents diagnosed with substance abuse overdoses and disorders. In the state of South Carolina, the number of overdoses increased by more than 45% between 2019 and 2020—the fourth largest increase in the United States. During that same time period, the overdose rate in Charleston County doubled. The county is consistently in the top ten for overdoses in the state.

Medical University of South Carolina (MUSC) addiction researcher Dr. Kathleen Brady says that the state is greatly under-resourced when it comes to addressing the opioid crisis, particularly when compared with other states in the south and across the country. As part of a community-wide call to action, Dr. Rahul Gupta, Director of the White House Office of National Drug Control Policy, made a stop at MUSC in February of 2022.

Local Initiatives to Curb Substance Abuse in Charleston, SC

The Charleston County Addiction Crisis Task Force is a police-assisted peer recovery outreach initiative created to address the area's opioid crisis. In 2022, the program was awarded $900,000 by the U.S. Department of Justice. The funds will be used to hire a project coordinator and Peer Support Specialists to support law enforcement in conducting outreach. Additional planned expansions include increasing officer training, better oversight of Peer Support Specialists, and the design of multimedia projects to increase awareness of the outreach program.
