Across Bastrop and the surrounding Texas state, a rising number of opioid abuse and incidents of deadly overdose has triggered the need for new preventive initiatives. With funding from the Substance Abuse and Mental Health Services Administration (SAMHSA), the Department of Health and Human Services developed the Texas Targeted Opioid Response (TTOR) public health initiative.
The TTOR initiative follows a mission to preserve the lives of Bastrop residents by expanding access to a variety of prevention and recovery resources to those struggling with opioid addiction. Through the TTOR initiative, Bastrop residents can work with their local outreach, screening, assessment, and referral (OSAR) provider to connect with different types of aid, including medication-assisted treatment (MAT) and treatment programs.

In an ongoing effort to curb the growing fentanyl crisis taking place across the state, Texas lawmakers passed a new law in 2023 that introduced significant changes to state laws regarding fentanyl-related crimes. HB 6 created a new criminal offense called "fentanyl murder" that aims to heavily prosecute drug offenders who supply fentanyl to others that result in a fatal overdose.
Under this new legislation, Bastrop residents who are found guilty of delivering or manufacturing fentanyl that led to a deadly overdose can now face first-degree felony charges and prison time ranging from 5 to 99 years. Outside of fatal instances, HB 6 also increases penalties for delivering or manufacturing between 200 and 400 grams of fentanyl to include a minimum of 10 years to life in prison as well as up to a $100,000 fine.
