Initiatives Used to Address Substance Abuse Concerns in Anaheim, CA

To decrease drug overdoses, emergency room visits, and preventable health risks associated with prescription drug abuse, Orange County (OC) officials developed the SafeRx OC coalition. The SafeRx OC coalition is dedicated to keeping Anaheim and surrounding Orange County residents safe from prescription drug abuse risks through the promotion of safer prescribing practices and the development of resources to combat substance use disorders.

Some of the many efforts being taken by SafeRx OC to curb substance abuse in Orange County include their Save a Life Drive-Thru events. These events, which are held at the Honda Center in Anaheim, provide free naloxone to those suffering from opioid abuse as well as family members and friends. Naloxone is an emergency treatment medication that can be used to reverse the deadly side effects of opioid overdose.

Laws and Regulations Relating to Substance Abuse in Anaheim, CA

In October 2023, Governor Gavin Newsom signed a new bill aimed at reducing opioid overdose risks among local college students. The legislation comes at a time when Anaheim, alongside neighboring California cities, is witnessing increasing accidental opioid overdose deaths amongst the younger population. In fact, state officials have reported that one out of every five residents ages 15 to 24 who died in 2021 were killed by a fentanyl overdose.

Now, under Assembly Bill 461, California universities and community colleges are required to maintain a stock of fentanyl test strips that can be dispensed to students. This includes Anaheim and Orange County area campuses, including but not limited to Coastline Community College, Cypress College, and Fullerton College. These institutions will also be required to provide students with details on the locations and use of the fentanyl test strips to raise awareness and reduce the concern of deadly overdose in the Anaheim area.

Employment drug testing in Anaheim, CA

While employers can implement drug testing under certain conditions in California, it is tightly regulated. Employers can conduct pre-employment drug screening only after providing a conditional job offer. Random drug testing is prohibited except under specific, limited circumstances. Drug testing is permissible following workplace accidents.

Despite marijuana being legal for medical and recreational use in California, employers retain the authority to enforce drug-free workplace policies. However, starting January 1, 2024, California law restricts employers from testing for nonpsychoactive cannabis compounds, effectively preventing discrimination against employees or applicants for off-duty use of cannabis. Employers may still test for psychoactive cannabis compounds in pre-employment screenings. Maintaining a drug-free workplace in California requires following guidelines to ensure nondiscriminatory practices.
